Sarasota County Comprehensive Inlet Management Plan

Big Sarasota Pass, New Pass and the adjacent interior and exterior shorelines of Longboat Key, Lido Key and Siesta Key comprise a unique resource that affects a wide range of public interests. The County desired the development of a comprehensive integrated Inlet Management Plan (“Plan”) for these passes and adjacent shorelines: 1) to determine the extent to which the inlets cause erosion on adjacent beaches and to provide for

mitigation of the erosive impact, 2) to develop a sand management strategy, and 3) to provide for a safe and efficient navigation strategy.

Phase I: The County wanted to bring together stakeholders affected by the functions and impacts of the coupled inlets-shoreline system and develop a proactive, scientifically-based regional work plan consistent with stakeholder interests and the objectives identified above. Coastal Tech assisted the County in developing and implementing this element of the Plan through a phased examination of the physical and hydrodynamic setting of the passes and the identification of detailed activities required for final Plan development. This assistance was undertaken to develop a detailed scope of services for the final Plan development as “Phase II”. The results of Phase I are documented in a project report, “Sarasota County Comprehensive Inlet Management Program Big Pass and New Pass: Phase I Report and Phase II Scope of Work.” (Coastal Tech, et al 2006).

Phase II: Topographic and bathymetric surveys were performed. The extent of the surveys included the two inlet systems (ebb shoals, flood shoals, and channels) and the adjacent beaches from the middle of Longboat Key to Point of Rocks on Siesta Key. All work performed was conducted and reported in accordance with the FDEP Monitoring Standards for Beach Erosion Control Projects, and was coordinated with FDEP’s regional monitoring to the fullest extent practicable. Other work in Phase II included additional types of physical measurements and data that was collected to assist in developing management alternatives, support the comparative analysis of those alternatives, and to allow for calibration of the numerical models.
